I posted eons ago about the Central Nautical Highway. Here’s the Western Nautical Highway route.
Intro
One of the challenges of Philippines being an archipelago is the transportation of goods from one part of the country to another. A significant amount of goods are being delivered to the National Capital Region, as there’s a high demand and profitability. The problem is given resolution (partially, I should say) by the establishment of Nautical Highways – highways bridged over waters by the Ro-Ro (roll-on roll-off) barges. If I may add, a very good resolution would be bridges between islands especially those close to each other. If that’s not so fancy and budget-friendly enough, there should be underwater tunnels that connect major island-cities to facilitate transportation fluidity; goal is traveling between islands as seamless as traveling from Cebu City to Moalboal.
Western Nautical Highway
The starting point could be anywhere in the South-Western Mindanao most especially from Zamboanga, and then a bus ride to Dapitan.
An alternative and existing route would be from Dipolog, a sleepy yet bustling town where you can buy the tastiest home-made sardines,
then from either Dapitan or Dipolog you ride a Ro-ro/ship going to Dumaguete, and then the route branches to two: one going to Cebu (Central route),
the other one continuing the Western route which is going to Bacolod via Ba-is/Kabankalan.
Upon reaching Bacolod, you can ride a boat/barge going to Ilo-ilo.
In reaching Caticlan Port, the gateway to Luzon, you would take a very long bus ride from Ilo-ilo directly to Caticlan. You may stay in Boracay as it’s only about 20 minutes boat ride.
From the Caticlan port, you can ride another Ro-ro to Roxas then a road trip to Calapan City, Oriental Mindoro. It is already near Puerto Galera so you may want to do a sidetrip. and then on a boat again going to Batangas. Now you’re in Luzon already!

I agree. even just the major cities. some islands can remain as is but those that need constant exchange of goods, there should be a bridge or an underground road for that. but unfortunately, maybe we don’t have enough people and resources for it, or maybe we do but the government doesn’t care. they probably think we’re fine because we’re able to deal with the current set-up.
